It's not - \Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
but - \Grand Theft Auto V\mods\update\update.rpf\common\data\dlclist.xml
"Open dlclist with notepad, and add this new line:"
it's not - <item>dlcpacks:\vremastered\</item>
but - <Item>dlcpacks:/vremastered/</Item>
and it works fine :)
