- install it correctly
- put the "Meth Scene OTAS MAPPING.xml" into your GTA V main directory
- launch GTA V
- Open Map Editor (mainly with "F7")
- Load "Meth Scene OTAS MAPPING.xml"
- Have fun.

do not use MapModel tag for non 3D maps but only on real maps such as Vice City, Nürburgring etc
