@THEAETIK The game in story mode, but steam in online mode. I just launched the game while steam in running online once and after everything loads correctly even in steam offline mode.
For me crashes will only occur, if I put ships even 1, tank and bots cannot more than 3. The rest i can set how much i want and the dogfight,asi crash wont occur.
Alright, turns out the game doesnt like offline mode. I run gta v in steam online mode and it works!

Then its return to normal nothing on the screen. If I try pressing the launch key again, my current weapon I am holding will be invisible, changing to other weapon fixes the bug.
@THAEAETIK I'm using Steam version, 1.54 and the when I press F10 it stuck for a while and nothing happened after it unstuck. I changed the launch key and it says compiling assets on the bottom low screen and somehow it stuck at 88/120.
