If you have more than one copy of GTA 5 on your computer you may be able to get it to work still. If one of the GTA 5 update.rdf folder did not get updated then you should be able to copy/paste it to the folder with your mods. This worked for me, I have 2 folders for GTA 5 and I switch the names between them depending on if I want to play online or no, i changed between Grand Theft Auto V(which is for online) then Grand Theft Auto V - Mods for modded. Which ever one I want to play I just make that folder "Grand Theft Auto V" and change the other, and when I go to mod I set launch option for GTA 5 with -scofflineonly. Not sure if this will help anyone, but figured I would try!
