Stealth Takedown V
Have you ever killed a cop (with no witnesses) but still got a three-star wanted level, This script fixes that.
What this script includes:
Kill a cop silently (if there are no witnesses) without gaining a wanted level.
If you are already wanted, backup will not be automatically called.
Fully compatible with GTA V missions, stealth checks are skipped during missions to prevent conflicts.
How to Install:
Simply drag and drop the DLL into your Scripts folder.
Update Log:

Removed the witness progress bar and other features from v1.0.2.
Streamlined the mod to focus purely on silent cop kills and pre-wanted stealth.
Improved stability and mission compatibility.
Added a simpler and more stable witness system.
v1.0.2 (Not Recommended):
Added a witness system where any NPC (except gang members) seeing you commit a crime triggers a progress bar, and once full, the wanted level is applied.
You could kill the witness before the cops were called, but you had to act fast.
Did not work during missions to prevent conflicts.
Please note: This mod requires ScriptHookV to work.

@MikeyVR @MikeyVR i tested now, and i must say i dont like it. For example, I don't like the loading bar that appears when someone "calls" the police. It would be better if that wasn't there, but rather if the character simply didn't get any stars if no one was nearby. And not like you did it, like in Watch Dogs.
@Neuromance I get exactly what you mean... I kinda had an off feeling about it and didn't really like it either I will make a fixed version very soon, thanks for bringing this to my attention.
Finally
R* should include this in the next patch so dont have to turn off police completely in mission creator
