This is a quick texture I made for a buddy of mine who lives in Pittsburgh. It is still a work in progress, and will be updated frequently, until I see it as complete. I understand that there are still some problems that need to be fixed with this, so check back frequently. I appreciate any suggestions.
I am open to taking suggestions for other police textures.
Installation:
Open "OpenIV"
Press Edit Mode
Place all 4 files included with zip in update\x64\dlcpacks\patchday4ng\dlc.rpf\x64\levels\gta5\vehicles.rpf then drag in all files.

@jimmi104 For now, this is only for the interceptor, but if you would like, I will work on it for other cars. This only replaces the texture, as you cannot add cars yet like you could in GTA IV. I would be glad to work on Indianapolis cars, would you mind giving me a reference picture?

@owenb13 I'll see what I can do. It's not a whole lot to work with though. The hardest part will be the badge/logo. I've gotta finish up another texture first then i'll get to work on that.

OP can you texture a Noose skin on it, like GTA 4?

@aidenpatrickPGH I know this was a long time ago, and I know this was a terrible texture (my first one ever, I'm pretty good at it now but I don't release them) but anyways I based it off an older style vehicle.
