@Sm00thOps When more than 3 stars it's normal that NYPD becomes rare than LSPD. I don't know how to stop LSPD from coming to north yankton. However if you notice LSPD only then I would recommend going to Yankton area by the mod I wrote above and install the 'exotic traffic mod' first and overwrite the file with mine. wish it would work

In the gta universe the lcpd (Liberty city police department) is the real life nypd (new york police department) thats why the north Yankton police is called nypd (North Yankton Police Department)

The only problem i see is that it you should add 2 policeman's on the snowy cop cars and put them a carbine rifle and a shotgun just like the prologue.

Because only one cop with a pistol on a snowy police car it´s to weak, it should have a partner with a shotgun or a carbine rifle.
